Like a dev part or a car?

Dev part. I tried the one that's currently on this website however the lights are fucked up for some reason? It either rotates but it shouldn't or it only has three lights on but they don't move at all, just act like a solid light (Assuming ELS if fucked up)

It's probably ELS DROT which the siren needs to be on for the lights to rotate in MP.

It's the Vector lightbar, would a ELS setting for let's say a RX2700 lightbar vehicle make the vector not work? Or is it just the fact that I'm on single player?

I just tried a Federal Signal Vector V8 ELS setting file and still the same problem. Would it be the lightbar itself?
