My game keeps crashing during the loading screen, i have reinstalled GTA and deleted all my plugins and what not.

Did you add or modify anything (including meta or carvar) prior?

What part of the loading screen does it crash on?  "Loading story mode"?  "Populating game world"? or?

its not crashing anymore, although during the game officers get out of their car and leave it and walk around
