The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Is there a way to change red/blue lights to blue/blue lights on cars?

I've just about finished my modded car setup and would like to roll blue/blue on all my cars but most have red/blue.  Is there a way I can change my cars lights to blue/blue?  I have photoshop so I can edit images if necessary.

Yes, but you'd have to change the red/blue textures by copying the blue texture and placing it on top of the red before deleting the red texture from the inferior layer using any picture modifying software, and you'd also have to use a visualsettings.dat file that removes the red/blue coronoas so they don't interfere with the LED flashes.
