Police vehicle lights are not that impressive- I've tried mods but they aren't working

I've installed the LED mods and Radiance V hoping that they would give me good bloom and an extension of the light distance but once I've completed it they aren't working.

I just want the emergency lights in game to look realistic.

 

I'm currently running the game in 4K resolution at mostly very high settings and postfx is turned to ultra if that makes a difference.
