Does somebody know how to remove the chatter (you hear dispatch voice) inside patrol cars that turns on automatically when you enter? I tried randomchat.awc but it's not that. 

U can replace these files with empty .wav sounds. Go to x64\audio\sfx\police_scanner\random_chat

I have a reverse problem, I cant hear it even after replacing it with the louder ones

It's not those files that are the cause of chattering, there are other files where the dispatcher talks, I don't know which files are these
