Reinstall the car it that is not an RX2700 (Or maybe it is underneath I do not know what happened)

it certainly is the rx2700 my friend, even comparing between the download page. The defender looks similar with message board but it's thicker. 

Id upload a comparing pic but it took me 5 mins just to upload that. 

I'm almost certain at this point it's not using the right texture/template 

is there a .meta that controls this (texture use?) 

vehicles.meta and carvar are not changed, as it wasn't in the instructions so it's just whatever the stock one is I assume

handling I did again to make sure though.

it is the rx2700, but it looks like its using the defender's emerglights texture instead of it's own. Since they're both called emerglights, they can accidentally be swapped and they'll still read in game, except they aren't mapped the same.

If you haven't already, try just downloading it again and reinstalling. If that fails, blame moose for mucking something up

Try checking the size of the file you downloaded VS the size of the file according to the download page. LSPDFR downloads regularly fuck up for no apparent reason, maybe the download system is broken and you're not getting the complete zip (though usually that'd trigger an error when you tried to unzip it)

Well there's no emerglights, just rx2700?

So... I'm missing emerglights or did moose rename emerglights to rx2700? I assumed they were the same because rx2700 looks to me, similar to all emerglights I've seen.

Well, the mods folder is a carbon copy of Kyben's, because I had trouble getting RDE to work. 
Considering Kyben's works (his light bar looks the same in OpenIV but works in game) and mine doesn't
I'd say maybe it's my game :< No GD FGX for me.

I don't think it's the game, I think it's just you

Could your problem possibly be your install location? Make sure your using the right install location for the 'police' slot. You might have the falcon in 2 separate police slots in the .rpf files and your editing/fixing the wrong one? just a suggestion. I know I've done that before with a skin.

Other police cars work in the slot. Just had the dodge charger in Police slot and the light bar and everything is how it should be.

Does the Falcon work in a different slot?

ie: Put the charger in Police, Falcon in Police2 - do they both display correctly?

Mm there needs to be a downvote button. 

Explain to me how I had the opportunity to fuck up a working copy of the mods folder, with this car already installed and working on another computer/copy of the game, when all I did was click copy+paste.

Just please 100% make sure your putting it in the right location.. trust me I've fudged it up before. Going off the screenshots you've shown in OpenIV the font of the number on the roof is different to the one you've shown in game and from what I've read previously the skin that is showing up in openiv isn't the one that comes with car. so unless whoever made the skin used different fonts for different numbers???.. It just makes me think your editing the wrong file.
