The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I downloaded the Virginia Sheriff skin off of this website but I soon realized that it did not work with Skin control nor EUP. I was hoping someone could link/give me a file that contained the normal sheriff skin because I hate having a different skin compared to the other officers and I do not like the 3 preset faces that they give you.

Edit - The 4 files I would need is:

s_m_y_sheriff_01.ytd located in x64e.rpf\models\cdimages\componentpeds_s_m_y.rpf

s_f_y_sheriff_01.ytd located in update\x64\dlcpacks\patchday6ng\dlc.rpf\x64\models\cdimages\patchday6ng.rpf

s_f_y_sheriff_01_p.ytd and s_m_y_sheriff_01_p.ytd located in x64e.rpf\models\cdimages\pedprops.rpf

Unfortunately it would be against website guidelines to post or upload any core GTA game files. Did you not use a mods folder? If you did you could always pull the original files from the stock .rpf's and just replace them in the mods folder.  If you replaced your stock files your best hope would be that OpenIV has a backup you can revert too, if not you could delete the files and hope that verifying in steam replaces them. If not a full reinstall might be needed.
