thank you for the help but i did eventually try that and it unfortunately didnt work, luckily ive made quite a few backups along the way so ill just switch back to one that i know works and start from there, i had just seen some other people with the same problem and people were able to solve it pretty easily (EDIT: I suppose mine would have been easy to solve had i thought about that dlc file, but ofc i didnt and just went through and reinstalled every car mod so, sorry for wasting everyone's time)  but i think mine might be (is definetly) a corrupted dlc.rpf, i accidentally replaced the wrong one when installing addon highway patrol cars (just wasnt paying attention and clicked the one below what i was supposed to) but i replaced it with one form my vanilla backup but im noticing that when i try to open some of the files in it with openive its saying theyre missing or corrupted

THIS HAS BEEN COMPLETELY SOLVED AND CAN BE REMOVED

basically i somehow managed to delete 3 of the x64(insert letter here) files between testing it and adding my other mods, idk how i deleted but after comparing it side by side with my vanilla backup i was missing o, p, and q
