The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I thought I was some what tech literate but I guess I am not. I guess I should start out with the basics so what type of equipment do I need to get started? Can I do this on my tablet or do I have to use my laptop? My laptop has Windows XP so will that work in that manner? Sorry if this seems ridiculous to ask but I thought this would be easier like a one-click download type of situation

in order to be able to tell, i need more information. not any computer can run gta, (especially IV!) so ill need to know what equipment you laptop has. and i don't think you can run it on your tablet, unless if it is part of the computer as a touchscreen function. And yes windows XP will probably work. What game are you running and im assuming you want to use lcpdfr/lspdfr too.
