Anyone in here know if there is a program that has little to no bugs, that we can use for Dispatch in my clan? Have tried some, but there are some bugs, and we would like a program that we could add personal info on civilians etc. 

Not really a solid program out there for a gaming community I don't think. You could always create one, but you'll need database knowledge, PHP, MySQL, html, CSS, etc. to get started. 

Best thing I have done so far is use Zello for communications, you can be in multiple channels at once. Civilians have their own channels, police have their own and then fire/ems have their own. Obviously with a smaller clan you would just have emergency channel and civilian channel. Also would need a chat channel for when you talk "face-to-face" with civilians. Alternatively, you could just type in chat. TeamSpeak would work better as the dispatcher could have permissions to change your channel so you wouldnt have to minimise GTA and open Zello to switch channel you would just say "dispatch move myself and xxQUICKSCOPExx to chat 1" but if you want to spend £/$0 then Zello.

For a civilian database, we used Google Sheets and Google Forms, it worked very well. I can't explain but you would just mess around until it worked good for you.
