I am looking for a mod that will give you the names of the streets in gtaiv

If you are looking for names to show up on screen, I'm not sure about those. SNT or ELS may or may not have the ability to show street names, but I know they can show districts.

You can press T in the game to have your map zoom reset and to display the current street

A function of ELS v6 is to display the street and suburb name under the minimap in ELS-active cars

As above, you can add the google maps style minimap to have the street names on the map.
