changing callouts that are disabled

question when a command is disabled and i want to enable so it works what do i need to change 

 

[Solicitation]
//Currently disabled
//Default: SolicitationEnabled=true
SolicitationEnabled=true

this is what i am trying to enable for callouts any advice would would be great thanks
