Game is acting weird

For some reason, it will not allow me to blip any cars so that I can stop them.  I have tried several times and keep spamming my shift key but it will not blip the car.  I can also not make a random arrest.  Meaning it will not allow me to walk up to someone and place them in cuffs.  Same thing, I put them at gunpoint and hit the E key.  I've even tried to hold down the E key but all that happens is the person usually just flees on foot.  The only time it will allow me to make an arrest is when I am chasing someone and other officers pull the guy out of the car and place them on the ground for me.  Then I can make the arrest.  Finally, I do not receive random callouts.  I only get callouts when I force them with the X key. 

If anyone can help me I would be very thankful!  If it helps, I have downloaded TeamViewer so that someone can remote access my computer and look at my files if it is easier for them.
