The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I installed Police Radio, but when I open Rage Hook up, it doesnt show in the plugins spot and when I load up GTA 5 with Rage, it doesnt show up when I press the C key. Also, I am pretty sure I installed it in the right spot.

You don't load Police Radio, it loads once you go on-duty with LSPDFR. press "C" once you are on duty (after selecting uniform, vehicle, etc..) and if it still doesn't show up please post the RagePluginHook.log file from the main directory of your game.
