LSPDFR not loading DLL correctly

I have tried everything i know reguarding computers and diagnostics, If you are able to help I would appreciate it a lot. 

 

 

 

I have also tried using the console and the console dosent even load

7:28 PM PST: I have noticed that the admin thingy loaded correctly, so i decided to redesignate the console key to f9, will update after test. I have also moved the LSPDFR folded to plugins to see if that works, not sure yet
