when pressing shift u just mark the vehicle in front of you, next u should  turn the sirens on to pull the vehicle over. 

In first make sure u didn't change the keybrings and Shift is actually the sprint key

After that try to remove the script folder, sometimes scripts can block some functions or make it work incorrect
