The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Where to install the vehicles?

How do you guys know where to put the specific police vehicle if it did not bring a read me file. I think each vehicle is different file but I don't know if it goes Patchday3gn or 4ng or where. Sorry if its a basic question I am new to LSPDFR the community. 

Well in OpenIV you can use the search bar in the top right in 3gn and 4gn to search for the specific vehicle (ex: police2) or you can always go into x64e where all law enforcement vehicles are stored.

It doesn't matter where they're installed that much, so long as the dlc.rpf is newer than the vehicle's latest location (Or in the same spot).

For the record police 1 & 4 can go in patchday3ng along with police2, or x64e. And police3 can go in patchday4.

this is why i try to include the location in the read me files :) but i understand not everyone puts one out the x64e is where all the vehicles are stored. ive seen one readme that has u ooverwrite both locations. just rember though to back up your gamefiles before installing mods
