When I play the game and start a pursuit I am fine at 60FPS. When I call one car It will get up and my frames will drop to 40 fps. I have a 980 ti. Is this safer chases? 

Do you have modded police vehicles installed? Sometimes if you have a modded police vehicle installed and it's a high detailed vehicle, it can drop your FPS because it's loading all those part while responding to you.

It's probably safer chases. Make sure you change the setting that allows AI to manage other traffic and peds to false. It killed my frames with my 980TI. It's a very resource intensive script, but with that setting change its much better.
