When I pull over a car, and I want to talk to him. I must press the keys 'F9,F10, etc.'. But when I press them it does not work. Same thing when I hold 'E' to arrest someone, It does not work when I press F9, F10, F11 or F12. I am on a Windows 10 between. 

Anyone can help me out?
