Good PC for GTA IV LCPDFR?

Not going to cut it at all. I recommend going for a custom built instead of a pre-built. GTA IV is poorly optimized and people with higher ends sometimes get around 30 or under that. That PC is not near a gaming PC.

Some advice if you are looking at getting a new computer. Build it yourself, I stupidly didn't build mine from scratch and basically at this point in time I've replaced everything with new, better hardware. If you intend on using the computer to play many games, then in the long run a custom computer with a decent graphics card and processor would technically be cheaper, because the components from a prebuilt computer would constantly needed changing to perform with newer games. Also the fact, that when you pre-build it you can look at getting a better graphics card then what a prebuilt computer comes with, thus meaning you get better frames.

More Frames = More Bearable to play.

Honestly man i have a GT 730 and i only got 30 FPS on my best days on High. i usually got around 20-25 with lows around 15. I honestly suggest building your own and don't use Windows 10. I cannot run GTA IV on Windows 10 due to compatibility errors.

Doesn't really matter what your build is GTA 4 will crash anyway because its the worst PC port thats even been done. I would build a PC to GTA V standards and get LSPDFR
