The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Few things...

Firstly, if you use a mod folder with the update and x64 files in there, you need to copy the updated 'update', 'x64' and 'x64(x)' files from your game dictionary to your mods folder. 

 

Secondly, if you had any scripts and plugins installed you need to get rid of them and replace them with updated scripts/plugins released by the developers for the new update. 

 

Finally, if it's still not working....

I had a problem a few months back where my game simply wouldn't load at all, the solution was deleting my 'profile' folder located in documents/rockstar games/gtav.

You'll have to restart the game but it helped on that occasion.
