CAR MODS NOT LOADING INGAME (NON STEAM)

HELLO!

So earlier I posted a complaint about my game not loading mods, I then realized that I was accidentally loading them on the vanilla version of the game. Currently I am trying to put in car mods, but whenever I put one in (YES I HAVE A MODS FOLDER TOO!) it doesn't load the model up ingame, However what it does do is load up the original. Since i'm running non steam I have to start up the game on vanilla before going and changing the folder names to the modded ones etc, I have been told to copy my x64e.rpf into the mods folder when installing mods, I did this the first time, but when I did this I installed an ambulance mod and that works FINE. Currently I'm confused on how to mod with this system and I don't really know what else to do.

 

PS: Script mods are working fine, so are .meta files, it's just the cars (and it's not just one!) I know its not just one because I added not only cars but planes too.
