I had to re-download my copy of gta (from the backup i had).

 

Could you please show a screenshot of your ROOT gta 5 folder (modded)

Don't re-download GTA V. Just go on steam > Properties > Local Files > Verify Integrity of game cache. This will download any missing/corrupted files. This will reset any car mods to it's original.

Yeah thats what I did in order to get my game working again, but whats the deal with it? What can I do to be able to download cars? Or do I just gotta make due without?

The only thing I can say really is to install the car mods correctly. Some car mods come with lines such as vehicle meta or carvariations. Make sure you add in those lines correctly. Not all cars come with that but it's fine. Just download a different car model :)
