The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I keep on trying to install weapon mods such as the glock 30 and I am 100% sure I installed it right however every time I am in gta v I cannot find the weapon I replaced it with. Went to the gun shop to and nothing still the same weapons. I tried installing other guns to but can't find them either, I know I am installing it right.

    After one of the latest updates (build 573 I believe) modded weapons now need to be replaced in the patchday8ng folder. I was having the same problem and read this somewhere, but haven't had time to confirm it.
