Weird Stuttering Problem

The is - before 0.3 update - when I loaded the game, and its doing the intro (Loading and zooming into player model etc.) It keeps freezing then unfreezing, and freezing. So take for example. When the characters talking it freezes, then unfreeze, then freezes again straight after.

I gave up on GTA for a while, then 0.3 came out, so I installed that. BRILLIANT, fixed it. I then gave it a go at installing car mods - loaded the game .... the old freezing issue happened again. Deleted the "mods" folder, nothing, still broken. Even loaded without RagePluginHook, still the same problem!

I've tried running it without RPH - Tried deleting "mods" folder - setting the priority to high - nothing works!

The only other mods I'm using is the Arrest Manager, Code 3 Callouts and Assorted Callouts.

 

My basic specs are:

Windows 10 64-bit.

Nvidia GTX 660

Intel i7-4470 3.40 GHz

16 GB Ram.
