The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

First SS is referring to Ragehook. You can download version 29 here, scroll down a bit.

Second SS you didn't install the mod properly. Put the Albo1125.Common.dll in your main GTA5 folder.
