Looking on the knowledge base it appears that you can map actions to your Xbox 360 controller using the .ini file.

According to this post:  All your controls (xbox and keyboard) can be changed in your LCPDFR.ini file located in the lcpdfr folder in gtaiv. Open it up with note pad and change the value to whichever control you would like to use. 

But looking through all the files I can't find any .ini file, am I looking for the wrong thing? Maybe it has been changed since that post? Any help would be appreciated.
