The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Will LSPDFR 3.0a have the lastest ragehook since I can't seem to download it from the website?

An error you might have downloading the ragehook is that it doesn't play nice with the windows archive manager to extract the files from the download. I would suggest downloading 7-Zip and then downloading and extracting the ragehook files. This might allow proper download, depending on what is stopping you from downloading.
