How to make custom peds spawn with specific vehicles

I have created my own state trooper vehicle skins but only have them set as Police 2 and the FBI vehicles. Police vehicle is just a random skin i found. In all the cars the basic police skin spawns in them, but for my state trooper skin i want custom state troopers to spawn in them instead... is there a mod out there or some way to do this?

To add on to what you just said, you'd also need to edit popgroups.ymt to have the custom peds to spawn in-game.

I cant find vehicles.meta anywhere... Where is it located?

are we talking about GTA IV because i cant find this shit.

My bad, dude. Thought you was talking about GTA V. I don't know anything about making custom peds spawn with specific vehicles for 4. But I'd find something related to what you're asking. http://gtaforums.com/topic/491518-gta-iv-ped-tutorial/
