GTA IV Wont Launch After Installing ELS 8.5!!!

Hello,

I am having an issue of getting my GTA IV to launch after I had installed ELS 8.5. I have Game4video ENB, Trainer, and of course LCPDFR 1.1. I bought my game from Steam, and also installed all the components for the game like Microsoft Netframe Work 4.5.2 and Visual C++ 2005, 2010, and 2012 all (x86) version. I made sure that LCPDFR 1.1, trainer, and the ENB worked before I did something else. I have modded cars that are ENB compatible, and they worked fine. Including the sirens sound mod and weapons sound mod. I don't know what is going on! The game worked before I reformatted my Windows OS, but now it won't even launch. The game without the mods worked fine as well. When it comes to the ELS 8.5, I did made some changes. Can anybody help with my issue please! I really want to get back playing this game!
