The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

#2 Backup should stay until scene is cleared. 

In usual LAPD pursuits, Backup stays until the scene is completely cleared. There should be a mod that makes backup stay until they are realeased or until the scene is cleared.
