[Request] Accurate LAPD CVPI

Hey everyone, I've been looking at a lot of vehicle models and any of them I get I have to sacrifice something. I was wondering if it was possible to make a near 100% accurate LAPD cruiser. This would include

-Civilian style hubcaps      like this: http://farm1.static.flickr.com/54/4553010381_17201b9753.jpg

-Fedsig Arjent lightbar or look-alike

-no antennas, or, if any at all, small ones on the roof of the cruiser.

-two spotlights

-no rambar

-clear headlights, or no amber front lights

-divider between driver and back seats

I know this is a lot to ask, and I am very unfamiliar with the vehicle modding process. I am just wondering if this is possible, and if so, if anyone would be up to the task of creating it. Of course a realistic skin would be necessary, but there are a lot of talented skin makers who could easily make skins for this car as well. This is my first time requesting a vehicle, so sorry if I am unaware of the process or whatever is required.
