When ever I try to load up LSPDFR on my PC this is the error i constantly get How do i fix it?

Now my game will not load up at all and every time i try it says "Grand Theft Auto V exited unexpectedly"and gives me 3 choices 

1.Cancel

2. Safe Mode

3. Retry

Make sure you have the most recent C++ and .NET frameworks installed (v4.6) I might be wrong because I have no idea what all these codes mean but I can see it saying .NET v4.0
