The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Using a program called glove-pie which is used for mapping wii remotes and joystick's , I know of a way to manipulate the program to allow voice commands with custom responses and also the ability to add unlimited numbers of command's though I would not recommend adding over 20 it is possible to do so, with out complications.

I made one for arma 3 last year to eject out of helicopter's call in strikes ect I also  made one for gta iv but I specifically made it to control the sirens.

 

all you need is a working mike and low interference such as other people talking in the room around you as this may confuse the system causing minor mishap such as commands being activated but of course if the command is unmapped the system will respond  with a beep . it also recognises and does not approve of foul language and will tell you off and much more.

it isvoice activated and voice disabled with a custom catchphrase that can be chosen by yourself. the key binding's as I said is unlimited and completely customisable although it is a 3rd party application it takes up a tiny 800kb of memory so its no biggie and it works ! 100%
