How can I boost my running speed a bit?

Whenever I'm chasing a suspect on foot, it seems like I run at exactly the same speed as them. Is there a file or a console command I could modify so I can run just a bit faster than them?

I have a trainer, unfortunately fast run is a bit too quick. I'd like something a bit more subtle. Slowing down suspects is also an option.
