You should have an un-install exe file inside of your Grand Theft Auto IV root directory. Click that and it should remove all LCPDFR related files, then you can install a newer version.

No, you shouldn't have to. The Cars and Uniforms are inside of the Grand Theft Auto files and the ELS is technically a stand-alone mod. So you'd only have to remove the the LCPDFR related files, install the new version and you should be able to start playing straight away.
