Unable to change skin to cop

I have been having on and off issues up to friday where sometimes I am able to change the skin to a cop and other times the story would just run despite going through F4 and taking the option to change the skin to a cop....then selecting the vehicle and so on.

 

For the last 2 days I have not been able to get this working at all.

Have unblocked all the dlls, changed all the exe files so that they run as admin.

 

I am not sure what I am doing wrong .... have checked the validiry of the files through steam.

 

I was not able to see anything in the forum about not being able to change the skins.

 

If any one can help [point me in the correct direction that would be great,.

In trying to resolve this I updated my graphics card and the graphics software optimized the settings for GTA 5 for optimal settings. This however made GTA 5 optimized for quality not performance and GTA 5 cancelled the LSPDFR plugin as it detected that the plugin was freezing the game. Modified the settings for performance and the game did not freeze and the mod loaded.

Pressed F4 , went to the option to change skin but when I pressed number 5 on the number pad nothing happens..... it used to work before so not sure what changed.

Have looked for documentation to see if I am doing something wrong....... have gone through the guides and faq but not seen an answer to this.
