That's a common error for pirated versions of the game.

There's a chance that you installed LSPDFR into the wrong folder then. Make sure you unzip the files into the main directory, where GTA5.exe is located.

Great suggestion, him not having Framework installed is a good possibility.

Yep,  probably same one anyways, but ya just replace with the one they have on their own site. Its always up to date.
