C019 Britsh armed police skin textures?

Hey guys I was wondering if there are any future plans for British police textures particularly C019 Armed Response unit? (GTA V)

I made a terrible attempt but I don't understand how the original textures work around the models, Is there a way to add your own hat models to characters who don't normally wear hats? Such as the Noose Unit? As you can see below I made an attempt with Noose which looks a bit meh, then I tried making the Coast guard look more police-y as he can wear a hat, but erasing the Coast guard logo results in black spaces lol.

Attempts were made via OpenIV and Photoshop, by editing the texture PNG's. No idea how texture maps work but they do lol. If there is a better way in doing this could you let me know?
