The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Try reinstalling it this way: 

Install OpenIV, synchronise it with your GTA V, then open OpenIV and go to the ''tools'' and then OpenIV Manager, install through the manager AsiLoader and OpenIV.ASI, then create a folder in the main GTA V folder called ''mods'' no caps. Do nothing with it.

Just install LSPDFR like you need to, so paste all LSPDFR files into the main folder except the SDK, and Licenses, then go to the document called Startup and open it with notebook and be sure it says ''LoadPlugin LSPD First Response.dll''.

If not you can do 2 things, you can type it, so that is ''LoadPlugin LSPD First Response.dll'' then LSPDFR should be installed so start GTA V through Ragehook, and enter story mode, if it still hasn't loaded press F4 and a console should be opened (Make sure you don't have a trainer installed)  and type ''LoadPlugin LSPD First Response.dll'' it will freeze for a moment then it gives you some text saying that it loaded and press F4 again and you are done. :)

(Be sure to have the latest ScripthookV and Ragehook.)
