0.2 false loading?

So I was able to play the  0.1 no problem, I deleted all files from the prev version and installed 0.2 along with the updated ragehook included in the file. Everything loads fine I go to the police station and select my officer and car. Once in the game world though nothing works. I cant pull anyone over I get no callouts I don't have a taser either. The police computer works no problem but that's the only thing that is working!!! I've tried deleting all files and reinstalling I've unblocked all .dll files, I even did a fresh install of my gta v, but nothing seems to fix this issue. please any help would be greatly appreaciated!  Oh and I have no other mods installed.
