The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I got the same issue, somehow I managed to fix it for one game, I can't remember how I did it so it keeps coming back...

the only thing I remember doing was to unload all of the plugins and loading the LSPDFR again, then I went on duty and did few callouts before stopping anyone.

 

but now I can't get it to work for some reasons....

I had this too, do you have more mods installed other than LSPDFR? My problems was the searchlight, I deleted it and started GTA 5 in windowed mode, and everything worked fine, after a while if you think you can do it you can enter fullscreen again, because if you have other mods installed it may not be compatible with LSPDFR or your screen resolution. 

And by the way if the case is that you don't have any mods installed, it can be the notifcation/blip or action that causes the problem (again maybe the resolution).
