So I have modded the Police cars using a big mod pack from LSPDFR site and when I go into GTA open V to change the skin I edit it and then open my game it is still the Same police skin from the other pack. No New skins will work any Idea guys??? I can add Pictures and the Mod pack I'm talking about if needed

Hold on, hold on, hold on... Can you tell me every step of your progress when you are trying to change the skin?

And do you have the disc version of GTA V or Steam version?

I open GTA5 Open V And go to wherever the Skin pack tells me to add the New skin. Once i do that i go to edit mode and drag and drop the new files in there. Go to my game and it's still all the same skins. Non of them change ever since I added the New Big skin pack which is this one http://www.lcpdfr.com/files/file/7920-new-lspd-county-sheriff-textures/

That is the Pack that will not let me replace these ones.!!

It ain't supposed to be Patchday4ng, it is Patchday3ng.

I looked into those too on Open V they are changed also but in game the cars are the same?

And what is OpenV? Or do you mean OpenIV?

Steam version and yes it is Open IV new version

Okay. And you are sure that you ain't missing any step when installing?

So you are doing it like this:

OpenIV - GTA V - x64e.rpf - levels - gta5 - vehicles.rpf

And

OpenIV - GTA V - update - x64 - dlcpacks - patchday3ng - dlc.rpf - x64 - levels - gta5 -vehicles rpf

And/Or 

OpenIV - GTA V - update - x64 - dlcpacks - patchday3ng - dlc.rpf - x64 - levels - gta5 -vehicles rpf

Yes all of the above. I've checked all the Vehicle files they all are replaced in Open IV but not in game.

Then you still are missing something, but I don't know what. I am unable to assist you further since I must start packing my stuff and publish a couple of mods.
