LCPDFR Log Error - Can't Perform Traffic Stop??

Hello,

I just installed LCPD:FR 1.1 (Manually) into a completely new and clean GTAIV with no mods at all. Everything seems okay except for the fact that when I perform a traffic stop, the vehicle will not pull over. It will just tell me to wait for the vehicle to come to a stop at the bottom of the screen. There are also some errors in my log. Please take a look, it is included in the post as well as below.
