The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Would it be possible to hide the SP mission icons from the map during you play the mod?

I don't think so (yet), unless you completed the game or switched to a character that didn't have any missions at his progress in the game before you went on duty.

Also, wrong section.
