The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

He used a trainer to set the peds and himself to wear the accessories.

To clarify, he is wearing the helmet with the goggles on too. It's a bit dark on the screen, i can tell how you may not have noticed.

I know that he used a Trainer, but i refuse to believe that the Goggles are on the Helmets there too. I made a picture of the most likely same perspective in my View, and did threw a circle around one swat member in the Video:

Oh well. I don't even know how to edit my Post. But here's why i think the SWAT Members in the Video have got the Glasses on their Faces. Actually, just because, i can't see the Faces. For me, there are Goggles/Glasses in front of their eyes.

Oh yes, I thought you were asking on how he put the helmets on. Yes, there is a model with the goggles on their faces. It was used in the cutscene of the standoff.
