The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Not entirely sure if its a bug or a feature that has yet to be implemented but I have yet to experience a vehicle flee from me during a traffic stop out of maybe 30 attempts. Are they suppose to run before they pull over or just take off randomly during the stop/refuse to pay the ticket?

The chance of vehicles fleeing varies depending on region, but up north I typically have one out of every 10 or 15 flee from me.  If you also visit high gang areas I believe the chances are higher as well.
