The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

So today I downloaded, installed, and started playing LSPDFR.  However, as soon as I opened ragehook and entered "LoadPlugin LSPD First Reponse.dll" the game freezes and it has to cancel loading the plugin to unfreeze the game.  How can I fix this?

Have you tried downloading the latest version? 0.1d beta was released and it doesn't require manual loading of the plugin, I would recommend you download it and try that. Failing that you may need to ask for help on the RageHook Forums.
