Crashes when starting police activity

Greetings to all. Thank you for taking to time to read into this problem. 

I am quite a noob when it comes to these things, please bear with me as I try to do my best. 

I just recently installed LCPDFR 1.1 for GTA IV. The game loads fine, and LCPDFR loads fine in the game as well. I am able to play the game normally, load the police vehicles, and drive around. ELS 8.5 seems to work great as well. However, once I try to do anything police related is when the problem starts. I can start a traffic stop, however once I try to take any police action the game would freeze and crash. If I start a pursuit, the game would freeze and crash. If I try to join a pursuit, the game would freeze and crash. Etc and etc. 

I have taken a look at the quick check list for reasons why the game might crash, and they all have met the requirements, and that seems to not be the problem.

Installed: GTA IV, LCPDFR 1.1, ELS 8.5, and random skins for police vehicles.
