You can get a program called Paint.NET it's very easy to use and theres a tutorial on this site on how to use it link:

Lonestranger made an excellent in depth tutorial which uses the free program GIMP. If you use Paint.net or Photoshop the techniques can generally crossover in most cases. I recommend you look at some of the tutorials and start working with simple graphic designs and once you feel confident with what you've learned slowly pickup more advanced techniques trying more and more difficult graphic designs. That's how I got into it and I started with absolutley no knowledge.
